Sets the increments for horizontal and vertical window movement.

Syntax
WStep( <nVerticalSteps>  , ;
       <nHorizontalSteps>  ;
     ) --> nErrorCode
Return

WStep() returns 0 if the operation was successful, -1 otherwise.
