Checks whether capture mode is active for a particular LPT port.

Syntax
NnetCapAct( <nLPT_Port> ;
          ) --> lCaptureIsActive
Description

Note that OS/2 supports LPT ports 1-9, which is different from 1-3 in DOS CA-Tools.
