Checks whether transmitter is about to send an XON signal.

Com_Soft_S( <nComPortNum> ;
          ) --> lXOFFflag

Returns .T. if transmitter is waiting to send XON or .F. otherwise.

Test if physical device driver for specified COM port is waiting to send an XON character (resp. has received a XOFF character).
